CDBG Housing funds will no longer be managed by the Wyoming Community Development Authority.
All CDBG funds will be managed in the future by the Wyoming Business Council. This is a very recent development and there are many issues yet to be addressed.
If you are a current CDBG Housing grantee you should continue to work with the WCDA as they will continue to manage grants they have already approved.
At this time, the WBC is not accepting new CDBG-Housing applications.
Information will be made available to the public as this new arrangement becomes more defined. We apologize for any inconvenience and thank you for your patience!

ABOUT THE PROGRAM
The Community Development Block Grant Program (CDBG) is a federally funded pass through grant program from the U.S. Department of Housing and Urban Development. The Business Council is Wyoming’s designated agency for administering the program.
The state has received an annual funding allocation ranging from a low of $2.2 million to a high of $3.75 million. For more information, contact Shawn Reese, Investment Ready Communities Director at 307.777.2813.

CDBG Board Report
Federally Imposed National Objectives
Wyoming is given broad authority to design and structure a program that meets the community and economic development needs of Wyoming communities, however, any project funded with CDBG funds must meet one of three HUD imposed national objectives. The three objectives are:
- Benefit to low and moderate income families
- Elimination of slums and blight
- Projects which meet an urgent community development need that pose a serious and immediate threat to the health or welfare of the community
Moderate income is defined as eighty percent of the median income and adjusted by family size. For example, for most areas of the state, a household income of $44,000 per year for a family of four is considered a moderate income.
Eligible Applicants
Only counties and incorporated cities and towns are eligible to apply for CDBG funds. Local governments may apply on behalf of other units of government, non-profit and for-profit businesses and special interest groups.
The cities of Casper and Cheyenne are not eligible because they are entitlement cities and receive CDBG funds directly from HUD. However, Laramie and Natrona counties may apply on behalf of a project located within the municipal boundaries of Cheyenne or Casper, respectively, if it can be demonstrated the benefits of the project are available on a county-wide basis.
Types of Projects
- Community Development - Has three funding categories: Public Infrastructure Grants, Access for the Disabled Grants, Community Facilities Grants. Contact Sandy Quinlan, Community Development Block Grant Program Manager, 307.777.2825.
- Economic Development - Has eight grant categories with most grants requiring job creation: Infrastructure Grants, Job Training Grants, Planning Only Grants, Technical Assistance Grants, Downtown Development Grants, Convertible Loans, Float Loans and Section 108 Loans.
