Wyoming Business Council hires Broadband Manager

The Wyoming Business Council has hired Russell Elliott, a business operations professional and telecommunications expert with an M.B.A, as the new Broadband Manager for the state of Wyoming. 

“I am thrilled to be coming to the state of Wyoming to assist in building a successful, expanded broadband program,” Elliott said. “Broadband is no longer a luxury; it is a basic necessity, and it will be our job to champion that, from the downtown municipalities to the most remote parts of the state.”   

Elliott earned his Bachelors of Business Administration from Fort Lewis College and his M.B.A. from Colorado State University. He began his career in the tourism industry, then led business development for multiple startup technology companies in Colorado, and later led an international training company.  

He was appointed to the Colorado Innovation Council by the governor of Colorado and served on the Public Utility Commission's Telecom Advisory Group, where he sat for as the chair of the telecommunication committee for Club 20 in western Colorado from 2003 to 2011. 

Elliott grew western Colorado and northern New Mexico’s largest independent telecommunications service provider from startup to 14,000 customers in 10 years. In addition, he delivered broadband services to many rural reaches through creative partnerships and technologies including fiber, copper, licensed and unlicensed wireless. 

As the Broadband Manager, Elliott will work as part of the Wyoming Business Council staff and with the newly formed Broadband Advisory Council to expand and strengthen broadband services in Wyoming. The effort will include guiding the mapping and inventorying of current broadband coverage, and then building public-private partnerships to fill the funding gaps that prevent optimal coverage across the state.
