Air Force Chief of Staff appoints Tucker Fagan to Civic Leader Group

CHEYENNE - Air Force Chief of Staff General T. Michael Moseley has appointed Tucker Fagan to a Civic Leader Group.

Mosley, who is the most senior leader in the U.S. Air Force, wants to exchange ideas with citizens from all over the country, including those from the Cheyenne area. He has created the “Air Force Chief of Staff’s Civic Leader Group.” The group, comprised of seven women and 17 men from 24 various communities, will meet at least twice a year to receive briefings, share views, and exchange ideas on what is happening all across the Air Force, according to Moseley.

“One of my goals as Chief of Staff is to strengthen the partnership between our bases’ communities, their leaders, and senior Air Force Leadership,” Moseley said. “The folks in this civic leader group have a lot to offer to their communities, their respective bases, to each other, and to the Air Force as a whole. Together, there are a lot of great things we can accomplish.”

The members of the group were each nominated by commanders and are widely respected community leaders from all over the country. Tucker Fagan, a longtime supporter of F.E. Warren Air Force Base, is the local representative for the group.
Tucker Fagan currently serves as CEO of the Wyoming Business Council, a position he has held since 2000. Fagan retired in 1998 from the United States Air Force after 30 years as a commander at the squadron and wing levels and planner in several headquarters positions. He was the wing commander at the 90th wing in Cheyenne and his final assignment was Vice Commander, Twentieth Air Force.

“It’s an honor to be a part of this diverse group,” said Fagan “Our members include leaders from the fields of business, academia, medicine, philanthropy and government. I’ve already spoken to other members of the group, and we’re all looking forward to working together.”

Although the concept of a civic leader group is not new, such groups typically form around an individual unit or base. This one is unique because its scope is to encompass the entire U.S., including Alaska and Hawaii, Moseley said.

“For a long time now, members of this group have been steadfast friends and strong supporters of the Air Force,” Moseley said. “Our Air Force is the best in the world because of the support of incredible citizens like these.”

Tucker Fagan’s Bio Information: Fagan has had various headquarters assignments in the Air Force. He was the Air Force representative to the Secretary of Defense, responsible for implementing the administration's "reinvention of government" plan in the Department of Defense. There he was the team leader developing plans to incorporate "best business" practices in the government, reduce management layers and written regulations by over 50 percent. Prior to this he was the Chief, Air Force Manpower and Organization Division. He worked directly with the Air Force Chief of Staff to implement the most significant reorganization of the service since its inception in 1947. Fagan has extensive experience building the United States strategic nuclear war plan. He was one of the four Air Force and four Navy officers charged with targeting all intercontinental ballistic missile weapons. He subsequently was in charge of the Joint Chiefs of Staff office responsible for the war plan. In this position he prepared the documents in the president's "football." He taught President Reagan and members of the White House the options, timing and objectives of the various plans. Fagan is very active in the Cheyenne community. He is on the Board of Directors for the Cheyenne Depot Museum and Cheyenne Frontier Days.
