Board approves over $18 million in federal funds for energy efficiency in Wyo. buildings

CHEYENNE – The Wyoming Business Council Board of Directors approved today over $18 million in federally funded grants for Wyoming communities to improve energy efficiency in local buildings.

The funding is from the American Recovery and Reinvestment Act (ARRA) -funded Facility Retrofit Grant Program that helps fund energy efficiency upgrades for facilities owned by local governments, tribal entities, special districts, nonprofit organizations, and joint powers boards. The State Energy Office (SEO), housed within the Business Council, administers the Retrofit Grant Program and received $18.9 million in federal stimulus funds for grants and administration of the program.

The board reviewed 53 grant applications totaling over $21.3 million in requests, partially funding all but 10 requests which were funded in full.

A $500,000 contract with Tobin & Assoc. for project oversight of the grant awards was also approved by the board.

“Because of the approval (of these grants) today, now there are 53 different entities and communities all across the state of Wyoming that can take their buildings and make them much more energy efficient. What that translates into is less demand on our grid and also lower utility bills for each of the entities,” said Shannon Stanfill, program manager for the State Energy Office.

ALBANY COUNTY
• The board approved full-funding of Albany County’s grant request of $750,000 for indoor lighting upgrades, replacement of windows and boilers/furnaces, the addition of programmable thermostats, and other energy efficiency upgrades in multiple county buildings. The total project cost is $1,022,855 with $272,855 in additional funding sources and 2.6kW savings per affected square foot.
• The board approved full-funding of the city of Laramie’s grant request of $750,000 for indoor lighting upgrades, replacement of HVAC systems, boilers/furnaces and other energy efficiency upgrades in multiple city buildings. The total project cost is $1,127,299 with $377,299 in additional funding sources.
• The board approved $283,418 of the Laramie Plains Civic Center’s $358,757 grant request for indoor lighting upgrades and insulation. The total project cost is $400,739 with $41,982 in additional funding sources and 2.3kW savings per affected square foot.

BIG HORN COUNTY
• The board approved $96,959 of the town of Basin’s $122,733 grant request for outdoor
lighting upgrades citywide. The total project cost is $136,370 with $13,637 in additional funding sources.
• The board approved $186,982 of Big Horn County’s $236,687 grant request for indoor lighting upgrades at the County Courthouse and Lovell Annex. The total project cost is $262,986 with $26,299 in additional funding sources and 2.4kW savings per affected square foot.
• The board approved $16,675 of the town of Burlington’s $19,852 grant request for upgrades to indoor lighting, and the replacement of windows, hot water heaters and boiler/furnaces at the Town Hall and Town Shop. The total project cost is $22,058 with $2,206 in additional funding.
• The board approved $156,163 of the Hyattville Cemetery District’s $197,675 grant request for attic/ceiling insulation, the replacement of windows, boilers/furnaces and HVAC systems, at the Hyattville Community Center. The total project cost is $219,982 with $22,307 in additional funding sources and 21.6kW savings per affected square foot.

CAMPBELL COUNTY
• The board approved $528,379 of the North East BOCES/Gillette grant request of $714,026 for indoor lighting upgrades, replacement of windows and HVAC systems, and the addition of programmable thermostats at the BOCES facility. The total project cost is $793,363 with $79,336 in additional funding sources.

CARBON COUNTY
• The board approved $22,256 of the town of Encampment’s $26,496 grant request for indoor lighting upgrades, the replacement of windows, boilers/furnaces and hot water heaters, and insulation of the foundation, attic/ceiling and HVAC ductwork at the Grand Encampment Opera House. The total project cost is $29,440 with $2,944 in additional funding sources.
• The board approved $503,299 of the town of Hanna’s $680,135 grant request for indoor lighting upgrades, foundation insulation, the replacement of windows and boiler/furnaces, and other energy efficiency upgrades in multiple town buildings. The total project cost is $755,881 with $75,746 in additional funding sources and 4.3kW savings per affected square foot.

CONVERSE COUNTY
• The board approved $410,625 of Converse County’s $461,777 grant request for indoor lighting upgrades, and the replacement of boilers/furnaces and HVAC systems in the Courthouse and Public Health buildings. The total project cost is $572,641 with $111,264 in additional funding sources and 19.6kW savings per affected square foot.
• The board approved full-funding of the $83,140 grant request from Converse County School District #1 to replace the lighting fixture for the Douglas High School and the Douglas Recreation Center. The total project cost is $103,540 with $20,400 provided from additional funding sources and 2.8kW savings per affected square foot.

FREMONT COUNTY
• The board approved full-funding of Central Wyoming College’s $750,000 grant request for indoor lighting upgrades, replacement of HVAC systems, the addition of programmable thermostats, and other energy efficiency upgrades to multiple campus buildings. The total project cost is $1,087,541 with $337,541 provided from additional funding sources and 3.6kW savings per affected square foot.
• The board approved $506,046 of the town of Dubois’ $683,846 grant request for indoor lighting upgrades, attic/ceiling insulation, replacement of windows and HVAC systems, and the addition of programmable thermostats in multiple town buildings. The total project cost is $760,400 with $76,554 provided from additional funding sources and 5kW savings per affected square foot.
• The board approved $169,812 of Fremont County’s $190,801 request for indoor lighting upgrades, the addition of programmable thermostats, and other energy efficiency improvements in multiple county buildings. The total project cost is $255,695 with $64,894 provided from additional funding sources.
• The board approved $275,596 of the $328,091 grant request from the Fremont County Library in Riverton and Dubois for indoor lighting upgrades, replacement of HVAC systems and boilers/furnaces, and other energy efficiency upgrades. The total project cost is $378,552 with $50,461 provided from additional funding sources and 7.2kW savings per affected square foot.
• The board approved $355,190 of the $422,846 grant request from Fremont County School District #2 for indoor lighting upgrades and replacement of HVAC systems. The total project cost is $497,846 with $75,000 provided from additional funding sources and 11.7kW savings per affected square foot.
• The board approved $43,470 of the Habitat for Humanity, The Wind River Country’s $51,750 grant request for the replacement of windows and HVAC systems, and other energy efficiency upgrades in the ReStore Facility. The total project cost is $57,500 with $5,750 provided from additional funding sources.
• The board approved $228,269 of the city of Lander’s $256,483 grant request for indoor lighting upgrades, replacement of HVAC systems, the addition of programmable thermostats, and other energy efficiency upgrades for multiple town buildings. The total project cost is $322,187 with $65,704 provided from additional funding sources and 7.9kW savings per affected square foot.
• The board approved $260,998 of the National Outdoor Leadership School’s $310,712 grant request for indoor lighting improvements, replacement of boilers/furnaces, HVAC systems, hot water heaters, and windows, attic/ceiling insulation, and other energy efficiency upgrades to multiple NOLS buildings. The total project cost is $359,862 with $49,150 provided from additional funding sources and 3.3kW savings per affected square foot.
• The board approved $186,212 of the city of Riverton’s $221,681 grant request for indoor lighting upgrades and other energy efficiency upgrades in multiple city buildings. The total project cost is $259,925 with $38,243 provided from additional funding sources and 2.9kW savings per affected square foot.

GOSHEN COUNTY
• The board approved $555,000 of Eastern Wyoming College’s $750,000 grant request for indoor lighting upgrades and the addition of programmable thermostats in multiple campus buildings. The total project cost is $835,563 with $85,563 provided from additional funding sources and 2.9kW savings per square foot.
• The board approved full-funding of Goshen County’s $750,000 request for indoor lighting upgrades, replacement of HVAC systems, addition of programmable thermostats, and other energy efficiency upgrades for multiple county buildings. The total project cost is $1,452,900 with $694,165 provided from additional funding sources and 3.8kW savings per affected square foot.
• The board approved $55,944 of the town of LaGrange’s $66,600 grant request for the replacement of windows in the LaGrange Heritage Square. The total project cost is $74,000 with $7,400 provided from additional funding sources.

LARAMIE COUNTY
• The board approved $429,794 of the town of Albin’s $580,804 grant request for indoor lighting upgrades, attic/ceiling insulation, and replacement of boilers/furnaces, HVAC systems, and windows at the Albin Elementary School, which the town will acquire. The total project cost is $645,338 with $64,534 provided from additional funding sources and 5.4kW savings per affected square foot.
• The board approved $450,086 of the town of Burns’ $608,225 grant request for indoor lighting upgrades, attic/ceiling insulation, replacement of boilers/furnaces, HVAC systems and windows, and the addition of programmable thermostats, and other energy efficiency upgrades to the two former elementary schools. Total project cost is $675,806 with $67,580 provided from additional funding sources and 8.8kW savings per affected square foot.
• The board approved $554,999 of the city of Cheyenne’s $749,999 grant request for replacement of boilers/furnaces, and the addition of programmable thermostats and other energy efficiency upgrades to multiple county buildings. The total project cost is $833,332 with $83,333 provided from additional funding sources and 6.4kW savings per affected square foot.
• The board approved $549,515 of the $742,589 Laramie County School District #2 grant request for indoor lighting upgrades, the addition of programmable thermostats, replacement of HVAC systems, boilers/furnaces, and windows, and other energy efficiency upgrades for multiple buildings at schools in Albin, Burns and Pine Bluffs. The total project cost is $825,100 with $82,511 provided from additional funding sources and 2.9kW savings per affected square foot.
• The board approved $60,480 of the $72,000 grant request from Trinity Lutheran Church & School in Cheyenne for indoor lighting upgrades. The total project cost is $80,000 with $8,000 provided from additional funding sources and .1kW savings per affected square foot.

LINCOLN COUNTY
• The board approved $38,842 of the $46,241 grant request from High Country Behavioral Health in Afton for attic/ceiling insulation, replacement of windows, and other energy efficiency upgrades to multiple HCBH buildings. The total project cost is $51,380 with $5,139 provided from additional funding sources and .2kW savings per affected square foot.
• The board approved $282,373 of Lincoln County’s $357,435 grant request for indoor lighting upgrades, attic/ceiling insulation, and replacement of windows and HVAC systems at the North Lincoln Community Center. The total project cost is $397,150 with $39,715 provided from additional funding sources and 10kW savings per affected square foot.
• The board approved full-funding of the town of Thayne’s $23,000 grant request for attic/ceiling insulation, replacement of windows, and other energy efficiency upgrades at the Thayne fire department. The total project cost is $28,000 with $5,000 provided from additional funding sources.

NATRONA COUNTY
• The board approved $592,500 of the city of Casper’s $750,000 grant request for the replacement of boilers/furnaces at the Casper Events Center. The total project cost is $850,677 with $100,677 provided from additional funding sources and 8.2kW savings per affected square foot.
• The board approved full-funding of the $98,367 grant request from Wyoming, Inc. dba NOWCAP Services for replacement of windows and boilers/furnaces, and other energy efficiency upgrades at its Casper facility. The total project cost is $119,749 with $21,382 provided from additional funding sources and 1.5kW savings per affected square foot.

PARK COUNTY
• The board approved $592,500 of the $750,000 grant request from the Buffalo Bill Memorial Association in Cody for indoor lighting upgrades, a humidification upgrade, and other energy efficiency upgrades to the center. The total project cost is $868,569 with $118,569 provided from additional funding sources and 1.6kW savings per affected square foot.
• The board approved fully-funded the city of Cody’s $444,499 grant request for outdoor lighting upgrades citywide. The total project cost is $620,048 with $175,548 provided from additional funding sources.
• The board approved $248,763 of the town of Frannie’s $314,890 grant request for indoor lighting upgrades, attic/ceiling insulation, replacement of windows, HVAC systems and hot water heaters, and other energy efficiency upgrades to the Community Center. The total project cost is $349,890 with $35,000 provided from additional funding sources and 16.2kW savings per affected square foot.
• The board approved $28,865 of the town of Meeteetse’s $34,364 grant request for indoor lighting upgrades, replacement of windows and hot water heaters, insulation of foundation, and other energy efficiency upgrades at the Town Hall. The total project cost is $38,182 with $3,818 provided from additional funding sources and .6kW savings per affected square foot.
• The board approved $629,487 of Park County’s $749,390 grant request for replacement of windows and other energy efficiency upgrades to the Park County Complex. The total project cost is $965,290 with $215,900 provided from additional funding sources and 18.1kW savings per affected square foot.

PLATTE COUNTY
• The board approved $166,114 of the town of Chugwater’s $197,754 grant request for indoor lighting upgrades, replacement of windows and HVAC systems, insulation of attic/ceiling, HVAC ductwork and foundation, and other energy efficiency upgrades to multiple town buildings. The total project cost is $225,415 with $27,660 provided from additional funding sources and 16.9kW savings per affected square foot.

SHERIDAN COUNTY
• The board approved $89,594 of the $113,411 grant request from Rehabilitation Enterprises of North Eastern Wyoming in Sheridan for indoor lighting upgrades, and replacement of hot water heaters, HVAC systems, windows, boilers/furnaces at the facility. The total project cost is $126,013 with $12,602 provided from additional funding sources and 4.9kW savings per affected square foot.
• The board approved $320,569 of the city of Sheridan’s $405,784 grant request for outdoor lighting upgrades, replacement of HVAC systems and windows, and other energy efficiency upgrades to City Hall. The total project cost is $452,570 with $46,785 provided from additional funding sources.
• The board approved full-funding of Sheridan County’s $165,000 grant request for furnace upgrades and ductwork at the Sheridan County Library. The total project cost is $265,000 with $100,000 provided from additional funding sources and 1.6kW savings per affected square foot.

SWEETWATER COUNTY
• The board approved $146,473 of the $185,410 grant request from Green River Futures for replacement of windows at the Tomahawk building. The total project cost is $206,011 with $20,601 provided from additional funding sources and 3.2kW savings per affected square foot.
• The board approved full-funding of the $750,000 grant request from Memorial Hospital of Sweetwater County in Rock Springs for variable air volume controls. The total project cost is $1.1 million with $350,000 provided from additional funding sources.
• The board approved full-funding of the city of Rock Springs’ $750,000 grant request for indoor lighting upgrades, insulation of HVAC ductwork, replacement of boilers/furnaces and HVAC systems, and other energy efficiency upgrades to multiple city buildings. The total project cost is $2,426,625 with $1,676,625 provided from additional funding sources and 11kW savings per affected square foot.

TETON COUNTY
• The board approved $450,742 of the town of Jackson’s $609,111 grant request for indoor and outdoor lighting upgrades, replacement of HVAC systems, boilers/furnaces and windows, and other energy efficiency upgrades for multiple town buildings. The total project cost is $676,790 with $67,679 provided from additional funding sources and 2.4kW savings per affected square foot.
• The board approved $585,074 of Teton County’s $740,600 grant request for indoor lighting upgrades, replacement of HVAC systems, boilers/furnaces, and other energy efficiency upgrades at multiple county buildings. The total project cost is $875,647 with $135,047 provided from additional funding sources and 3.5kW savings per affected square foot.
• The board approved full-funding of the Senior Center of Jackson Hole’s $9,917 grant request for indoor lighting upgrades at the facility. The total project cost is $16,202 with $6,285 provided from additional funding sources and 2.1kW savings per affected square foot.
• The board approved full-funding of the $750,000 grant request from St. John's Medical Center in Jackson for replacement of HVAC systems, and other energy efficiency upgrades at the center. The total project cost is $1,537,159 with $787,159 provided from additional funding sources and 18.1kW savings per affected square foot.

UINTA COUNTY
• The board approved $312,057 of the city of Evanston’s $395,010 grant request for replacement of windows, and the insulation of the foundation of the Railyard. The total project cost is $438,900 with $43,890 provided from additional funding sources.
• The board approved $557,679 of the $705,923 grant request from the Uinta County School District #1 for indoor lighting upgrades, replacement of boilers/furnaces, and other energy efficiency upgrades at the Evanston High School. The total project cost is $822,310 with $116,387 provided from additional funding sources and 3.5kW savings per affected square foot.

WASHAKIE COUNTY
• The board approved $68,796 of the city of Worland’s $81,900 grant request for indoor lighting upgrades, insulation of attic/ceiling and HVAC ductwork, and other energy efficiency upgrades to the City Hall. The total project cost is $91,000 with $9,100 provided from additional funding sources and 17.9kW savings per affected square foot.
